Some Honeywell systems use 2000-Ohm (2K) resistors. GE can use 3.3K. Andover might use 10,000-Ohm resistors (10K) on some devices. The value of the Resistor can vary by 10% and that is normal. The panel allows the resistance value to be within 10%.
This is a 2000 Ohm (2K) Resistor.
To troubleshoot a zone: Remove the 2 zone wires from the panel. Set the meter to Ohms.
Measure the wiring. If the zone is “Closed” or “Secure,” it should match that specified resistance.
